Caring for the Vulnerable

Directing Resources Where They Are Needed Most

At UPMC, caring for others and improving lives is always our focus. UPMC provides more care to the region's vulnerable populations than any other health system.

By covering a quarter of Pennsylvania's charity care costs, UPMC is making care accessible to individuals and families who are uninsured or underinsured. And by providing care to more than half of Medical Assistance patients in western Pennsylvania, UPMC is subsidizing patient care and helping to bridge gaps in government programs for low-income residents.

UPMC Health Plan is the leading medical insurer for at-risk populations in Pennsylvania:

  • UPMC for You is the largest Medical Assistance managed care insurer in western Pennsylvania, and continues to expand statewide.
  • UPMC's Community Care Behavioral Health Organization is the largest Medical Assistance Behavioral Health company — with more than one million members in 41 counties.
  • UPMC for Kids is the largest Children's Health Insurance Program (CHIP).

UPMC hosts more than 3,000 free and subsidized community health improvement programs  increasing access to resources and addressing identified community health needs.

These programs help to enhance the health of our community members by supporting seniors, urban and rural communities, homeless populations, subsidizing transportation, tackling substance abuse, and underlying behavioral health needs.

UPMC is also working to address the social determinants of health and to reduce health care disparities across our region.

UPMC's community benefits contributions represent 15 percent of the health system's net patient revenue, as compared to all other Pennsylvania hospitals: a statewide average of 9 percent.
